1990 Institute Urges U.S. State Department to Reconsider New Visa Policy for Chinese Students

The 1990 Institute is concerned about the recent announcement by the U.S. State Department that it will work to “aggressively revoke visas for Chinese students, including those with connections to the Chinese Communist Party or studying in critical fields.” The brief press statement does not provide additional information clarifying how such “connections” or “critical fields” would be determined. The announcement further states that there will be increased scrutiny of all future visa applications from the People’s Republic of China and Hong Kong.

This policy unfairly targets a specific ethnicity solely based on ancestry. The 1990 Institute believes that such a policy will inevitably erode the United States’ technological edge and global leadership in science and technology fields. For the U.S. to maintain its position as a global leader, it is imperative that we welcome the brightest minds from every country, including China, which will lead to greater levels of innovation and intellectual property generation in the U.S.

Let us not repeat history by targeting people based on where they are from and ignore the due process based on actual assessments of individual applicants and visa holders. We urge our leaders to exercise fair and equal treatment to all when addressing national security issues, preventing Asian Americans and those from China and other Asian countries from being unjustly viewed as a threat and safeguarding the long-term technological and scientific leadership of the U.S.
